Community members have one of the most important roles in the policy making process because they are the ones that will be voting. One problem in West Virginia is the history of voter abstention. This causes the industrial stakeholders to have their way with policy, because there isn’t enough push from the community members.  These are the people affected the most by the coal and chemical industries, so the implementation of new policy could greatly benefit their livelihood. However, if there isn’t enough interest in policy or voting from this group, management practices will continue to favor the industrial stakeholders, while continuing to have adverse effects among the community members. Another issue is the transparency of the government documents because the lay public is generally too uneducated to read and understand the policies. This is a problem because they aren’t as active or effective as they could be if the material was easier to obtain and understand.
